Existing telephony USO provisions are no longer seen as being up to date, in particular regarding the speeds provided. Many countries are acting so as to obtain universal coverage levels of affordable broadband services, by a mixture of commercial funding, government funding, and regulatory action.

Unlike telephony, the solutions may require multiple technologies and operators.
