Supporting regulatory approval for the BBC iPlayer

The BBC sought to develop and deploy its video-on-demand iPlayer product to provide to UK viewers with 'catch-up TV' on their PCs.

To gain regulatory approval for this development, the BBC needed to subject its proposals to a Public Value Test (PVT), under which the BBC Trust and Ofcom would evaluate the project to ensure that it was a development in the interest of licence fee payers, and that it did not have a material adverse impact on the UK media or telecoms market. This was the first instance where a BBC project was subject to the PVT. 

Analysys Mason played a crucial role in helping to understand  the potential impact of iPlayer on the UK broadband market under a range of different scenarios. The BBCs proposals were finally approved by the BBC Trust in April 2007.
