Fixed-network operators face major challenges. Legacy voice revenues are in decline and operators are seeking new revenue streams to offset this trend. In addition, fixed-line loss in the face of competition from mobile is a major issue for many operators.

Incumbents and alternative alike operators are looking to IPTV, VOD and other new services for growth. The delivery of rich media services is placing increasing demands on both access and backhaul networks.

However, there remains significant uncertainty around the business case for major new investments in network infrastructure, especially in markets where competition is incredibly intense and retail prices are accordingly low.
