Construction and design management (CDM)

Analysys Mason assists clients to meet local Health and Safety requirements during network rollouts by identifying relevant legisalation and managing programmes to ensure compliance. In particular we are experts in Construction and Design Management (CDM) services in relation to site rollout and removal projects. 

CDM is part of the UK Health and Safety legal framework, and applies to all companies that implement projects, including upgrades, maintenance, demolition and construction. The Managing Director of every UK company has Health and Safety responsibility for the company under The Health and Safety at Work Act 1974. Since April 2007, new CDM regulations have placed more onerous duties on companies.

The CDM co-ordinator has a wide responsibility, including:

  • as ‘client’, they are responsible for all maintenance and construction activities, whether notified or not – they must either take responsibility themselves, or appoint a CDM co-ordinator.
  • they must deliver pre-construction information to the principal contractor before any work commences on site.
  • if pre-construction information is not available, the documents must be re-created before any work commences.
  • a common misconception is that this only applies to certain projects (greater than 30 days’ duration, or 500 man days).  However, the CDM regulations, and health and safety best practice demand that this is applied across all projects, covering everything from minor maintenance to notifiable projects.

The CDM regulations place an obligation on a client (multi-site owner) to establish and maintain specific documentation in a ‘health and safety file’ for each site. New, or updated, electronic files are easier to access, and can be used on PDAs.

Analysys Mason has audited and produced health and safety files for over 3000 UK sites, and can provide the resources to:

  • survey the sites
  • produce the required test certificates/investigation reports
  • create ‘as-built’ drawings.

Our team of experienced site surveyors has both surveyed and designed mobile sites across Europe. All our site surveyors have in-depth experience of the design, construction and maintenance of sites.

Our support staff are office based, and assist the surveyors by:

  • planning and co-ordinating the survey teams, and arranging the necessary site access
  • issuing instructions for additional surveys
  • creating the files and preparing the handover packs
  • looking after administration and quality assurance.

We have a dedicated team of CAD operators, who create the as-built drawings from the site photos and survey form.
