Bjørnar Volden

Bjørnar Volden is a Partner at Analysys Mason based in Oslo, and one of the company's most senior regulatory experts.

Bjørnar has been working in the telecoms industry since 1992. He was previously a Partner at Nexia Management Consulting AS, which was acquired by Analysys Mason in June 2017.

Before joining Nexia in 2000, he worked for The Norwegian Competition Authority. Prior to this, he was a market analyst at Telenor and business development manager at Telia Norway and Enitel, with a special responsibility for regulatory issues.

His experience includes providing specialist advice to operators, regulators and governments, particularly relating to sector-specific regulation of services provided over all forms of wireline and wireless networks and the policy implications of these regulations. After 25 years' experience of different roles within the telecoms industry, Bjørnar has in-depth knowledge of and strategic insight into value chains, business models and regulatory frameworks in both broadband and mobile markets. He has worked for incumbents, new operators and regulatory authorities.

His areas of expertise include:

  • sector-specific competition regulation and general competition law, including analysis of relevant markets, analysis of significant market power and considerations of obligations and remedies, development of regulatory strategies and policies, regulatory due diligence processes and negotiations of interconnection, mobile virtual network operator (MVNO) and service provider agreements
  • facilitating strategy processes for TMT companies and developing strategy documents for top-level management and boards
  • market scenarios, business plans, techno-economic analysis, business development and partner strategy/negotiations.

Bjørnar holds a Master’s degree in Economics and Business Administration from the Norwegian School of Economics (NHH), including 1 year at Hochschule St. Gallen in Switzerland. Before studying at NHH, he studied Law at the University of Oslo for 1 year.
