VULA and unbundled fibre should become an important part of any competitive FTTx landscape.

Alternative operators that wish to offer FTTx and to interconnect at or near exchanges have few, if any, options in many countries. Exchange-based wholesale operator access is the most common level of interconnection in ADSL. This Comment looks at options, tariffs and tariffing parameters where these wholesale services already exist.
