When African policy makers think about digital switch-over (DSO) for their country, their first thoughts go to the network that needs to be rolled out and the one that needs to be switched off (and the financial and technical challenges related to these processes). Many of them do not take into account an important issue: content.
We suggest that stakeholders in the white-space spectrum value chain proceed with caution and consider their options carefully.
The problem of spectrum shortage for mobile data services is well known. Recently, the mobile industry and the press have suggested that white-space spectrum offers a credible means of addressing this spectrum shortage. In our Report, we assess the capabilities of white-space technology, determining the extent of its potential advantages and limitations.
