Analysis of TRAI’s amended recommendations on spectrum and licensing

In November 2011, TRAI recommended several amendments to its May 2010 recommendations on spectrum management (refarming, pricing and sharing) and licensing (such as fees, M&A guidelines and roll-out obligations). The Department of Telecommunications (DoT) has responded by accepting some of these recommendations (such as including ISPs and IP-1 under licensing ambit) and rejecting others (such as roll-out obligation).
