Regulatory economic costing

Analysys Mason is at the forefront of the development of cost models for telecoms networks, having led the development and application of such models worldwide.

We have an unrivalled appreciation of the policy, regulatory and commercial aspects of planning, developing and applying fixed and mobile costing systems.

Through our numerous studies for operators and regulators in more than 30 countries, we have developed unparalleled expertise in modelling and in its application to interconnect and termination pricing.

Global experience and objective approach

We have developed bottom-up, top-down and hybrid models in many countries, either on a client-confidential basis, or as publicly visible processes in consultation with industry parties.

In the area of fixed core network services, we build top-down, hybrid, and bottom-up models of the cost of services, including leased lines, Internet data and voice, delivered over a variety of fixed-network architecture types (including legacy and next-generation network (NGN) platforms).

Analysys Mason is also a leading provider of cost-modelling expertise in fixed telecoms access networks. Access technologies considered include: copper PSTN and xDSL, FTTH PON, FTTC/VDSL, CATV HFC, wireless (including WiMAX) and satellite.

In the area of mobile network services, we have led the development and application of long-run incremental costing (LRIC) in 2G and 3G mobile networks worldwide.

Our extensive experience in the use of different cost standards, and our proven processes for developing these models, ensure that the appropriate methodological decisions are made throughout the modelling process to maximise accuracy and timely delivery.
