"Hong Kong's current projects do not introduce radical new changes – instead, they incrementally improve and update the city’s existing systems or provide new applications and services."

Hong Kong has been improving connectivity through its city-wide, public Wi-Fi network

Hong Kong’s Digital 21 Strategy was launched in 1998 and has been updated three times, most recently in 2014. The region has already completed many smart-city projects, including an Intelligent Transport System (ITS) that has managed city transport infrastructure since 2001. Hong Kong also has a city-wide, public Wi-Fi network (which has over 44 000 hotspots to make online services more accessible) and smart metering technologies (which help reduce the cost of living).

This case study provides:

  • an introduction to Hong Kong’s smart-city strategy
  • its key motives for deploying smart-city projects
  • an outline of smart-city services
  • an overview of the key stakeholders
  • an overview of the city's funding mechanisms
  • key points on policy and regulation.
