The European Union (EU) released its AI Continent Action Plan (AI-CAP) on 9 April 2025. The AI-CAP is a comprehensive strategy document that defines the EU’s approach to sustained investment in AI infrastructure. It builds on, and seeks to simplify the implementation of, other EU AI infrastructure initiatives. The plan aims to support foundational training schemes (such as European Digital Innovation Hubs (EDIHs)) to make the most of new computing infrastructure (via investment in AI factories and data centres) and access to high-quality data (via the Data Union Strategy (DUS) and Data Labs). Figure 1 shows the EU initiatives and funding bodies that are linked to the AI-CAP.
