Omar has over 25 years' experience in the telecoms sector. He has conducted a wide range of due diligence, strategy and regulation projects in more than 40 countries across five continents.
His experience includes conducting commercial and technical due diligence projects involving fibre operators, data centres, submarine cables, mobile operators, cable operators, field operation contractors and a media group. He has also assessed portfolios of local exchange buildings for real-estate financing companies and acted as a lenders' technical advisor for public initiative fibre networks and large ICT public–private partnership projects.
Omar has helped operators to develop market entry strategies for broadband, mobile and mobile banking activities. He has also analysed competitive threats for established operators.
Omar has conducted and assessed market analyses, including the definition of relevant regulatory remedies. He has also developed and assessed bottom-up and top-down costing models, using LRAIC and pure LRIC methodologies. He has defined national broadband plans, reviewed universal service obligations and their financing, and supported operators during litigation processes.
Omar holds two Masters in Engineering, from the Ecole Polytechnique (France) and from Telecom Paris (France). His experience as an engineer in the French Corps des Mines gave him valuable insight into the operation of French and EU institutions.
