The problem

  • A core part of the States of Guernsey’s Public Service Reform Framework is delivery of the SMART Guernsey programme, aimed at promoting the government’s digital growth strategy. One commitment within the programme is for government to define the future connectivity requirements of the island, and it is in this context that Analysys Mason was commissioned to conduct a connectivity review 

The solution

  • We conducted three main phases of analysis:
    • Supply: a review of the current provision of telecoms infrastructure, products and services
    • Demand: detailed assessment of the demand drivers likely to shape Guernsey’s digital environment
    • Gap: consideration of potential future gaps in the provision of on- and off-island connectivity
  • Having examined the issues and challenges confronting the States of Guernsey, we provided insight to inform some of the wider decisions for the government arising from our analysis
  • As part of the study we met various government and business stakeholders, representatives from the main telecoms service providers, and representatives from CICRA, the industry regulator

The result

  • Our report,1 which will enable the States of Guernsey to develop a telecoms strategy to fulfil its medium- to long-term social and economic ambitions, provided an up-to-date view of how Guernsey’s existing connectivity and infrastructure compares with international benchmarks
  • It also highlighted a number of recommendations to help ensure that Guernsey’s telecoms sector remains robust and relevant to efforts to grow and diversify the island’s economy
