Communications service providers in many emerging countries continue to run operations using legacy IN-based charging platforms, even though next-generation platforms have been available for over a decade. The reluctance to migrate to next-generation platforms may be due to the high cost of modifying these systems and some uncertainty around rapidly evolving customer preferences and market environment.
