The problem

Digital terrestrial television (TNT in French) has developed significantly in recent years in terms of number of channels. Some national channels have seen considerable success. However, the financial health of local TV (comprising some 45 to 50 local DTT channels in France) remains fragile and the business model has not evolved significantly. 

In this context, the French Ministry of Culture and the French media regulator (CSA) commissioned Analysys Mason to study the conditions for successful development of local TV.

The solution

We reviewed the market situation of local TV stations in France and identified key issues for comparative analysis.

We benchmarked business models of local TV channels in other relevant European and North American markets, including: Germany, Belgium, Spain, Italy, the UK and Canada.

We conducted interviews with different types of player in France and in the benchmarked countries (regulators, associations and local TV channels).

Based on the aforementioned analysis, interviews and the benchmark, we identified success factors for French local TV and recommended some development paths for local TV.

The result

The study was presented to several stakeholders and led to a public consultation.  The result was that the client proceeded to implement many of our key recommendations.
