The problem

  • The client, the Swedish Energy Agency, wished to commission an evaluation of the regional assignment within municipal energy and climate advice, in order to:
    • map how the regional assignment had worked in relation to the need for advice and how society has developed in recent years
    • highlight the advantages and disadvantages of today’s organisational design of the assignment
  • Analysys Mason was engaged to carry out this evaluation

The solution

  • We used a framework for analysing the logic of the assignment, to assess the correlation between planned activities, results, outcomes, effects and vision in relation to municipal energy and climate advice
  • Analysys Mason conducted interviews with regional development and operations managers to understand how the regional assignment had worked and to highlight the advantages and disadvantages of the organisation 
  • We also conducted a survey among energy and climate advisers to seek their views on the assignment

The result

  • Based on the framework for effect logic, we illustrated the strengths and weaknesses of different parts of the assignment using a “traffic light” model
  • We also formulated 14 recommendations aimed at supporting the Swedish Energy Agency on further development of the regional assignment
  • Finally, Analysys Mason presented several suggestions for improvement that had been highlighted by the development and operations managers as well as by energy and climate advisers who contributed to the study
